What is the Regulated Qualifications Framework?

The Regulated Qualifications Framework (RQF) is the system used in England, Wales and Northern Ireland to categorise all regulated qualifications by level and size. It was introduced in 2015, replacing the previous Qualifications and Credit Framework (QCF). The RQF runs from Entry Level through to Level 8 (doctoral level), with each level representing an increase in the depth and complexity of learning.

Ofqual, the qualifications regulator, oversees the RQF in England. Qualifications at every level from Entry to Level 8 must be submitted to Ofqual for accreditation before they can be formally recognised. The framework applies to GCSEs, A levels, vocational qualifications, professional qualifications, and degrees alike.

Level 3 qualifications: what they are and who they are for

Level 3 is the level at which most post-16 qualifications sit, including A levels, the Access to HE Diploma, BTEC National Diplomas, and T Levels. It represents the ability to study independently, develop analytical skills, and engage with complex subject matter.

According to the UK government's qualification levels guidance, Level 3 qualifications include:

  • A levels and AS levels
  • Access to HE Diploma (validated by AVAs such as OCN London)
  • BTEC National Award, Certificate, and Diploma
  • Level 3 NVQ
  • Cambridge Technical Diploma

Level 3 qualifications are the standard entry requirement for undergraduate degree programmes. Professional qualifications at Level 3, such as the CMI Level 3 Award in Management and Leadership or the TQUK Level 3 Certificate in Education, are also recognised by employers as evidence of foundational knowledge in their respective fields.

Level 4 and Level 5 qualifications

Levels 4 and 5 sit within higher education — above A levels but below a full bachelor's degree. Level 5 qualifications are roughly equivalent to the first two years of a degree programme.

  • Level 4 includes: Higher National Certificate (HNC), Certificate of Higher Education (CertHE), Level 4 NVQ
  • Level 5 includes: Higher National Diploma (HND), Diploma of Higher Education (DipHE), foundation degree, Level 5 NVQ

For management professionals, the CMI Level 5 Certificate or Diploma in Management and Leadership sits at this level. It is a substantial qualification suited to those already working in middle management who want to formalise and develop their skills.

Level 6 and Level 7 qualifications

Level 6 represents the full bachelor's degree. Level 7 is postgraduate level, broadly equivalent to a master's degree in terms of intellectual demand and complexity.

  • Level 6 includes: bachelor's degree (BA, BSc, BEng), graduate certificate, graduate diploma
  • Level 7 includes: master's degree (MA, MSc, MBA), postgraduate certificate or diploma, Level 7 NVQ, CMI Level 7 Diploma

Professional qualifications at Level 7 — such as the CMI Level 7 Extended Diploma in Strategic Management and Leadership — are not academic master's degrees, but they operate at the same level of intellectual rigour. They are particularly valued by employers who recognise professional development qualifications alongside or instead of academic study.

How to choose the right level for your goals

If you are starting a career or returning to education without existing qualifications, Level 3 (such as the Access to HE Diploma or a CMI Level 3 management award) is the appropriate starting point. If you are already working in a profession and want to formalise your expertise, Level 5 or Level 7 offers a more advanced qualification without requiring a prior degree in many cases.

The key question is: what do employers or universities in your target field expect? For university entry, Level 3 is required. For senior management positions or professional progression, Level 5 and Level 7 professional qualifications are increasingly expected alongside experience.

Frequently asked questions

What level is an A level?
A levels are Level 3 qualifications on the RQF. The Access to HE Diploma is also a Level 3 qualification, and universities treat them equivalently for undergraduate entry purposes.
What level is a master's degree?
A master's degree is a Level 7 qualification. Professional qualifications such as the CMI Level 7 Diploma in Strategic Management and Leadership also sit at Level 7 and carry equivalent intellectual demand, though they are professional rather than academic qualifications.
Is Level 5 the same as a degree?
No. Level 5 is equivalent to the second year of a bachelor's degree — roughly the level of a Higher National Diploma (HND) or foundation degree. A full bachelor's degree is Level 6.
Can I study at Level 7 without a degree?
Some professional qualifications at Level 7, such as the CMI Level 7 Diploma, can be accessed without a prior degree if you have sufficient relevant work experience. Each awarding body and provider sets its own entry criteria.
What is the highest qualification level in the UK?
Level 8 is the highest level on the RQF and represents doctoral-level qualifications, including a PhD or DBA. The Access to HE Diploma sits at Level 3, and CMI qualifications run from Level 3 through to Level 8.
