The RQF is the UK government framework that ranks qualifications from Entry Level (basic literacy) up to Level 8 (doctorate). Level 3 = A levels or Access to HE. Level 5 = HND or foundation degree. Level 7 = masters or postgraduate diploma.

The Regulated Qualifications Framework (RQF) is the system used in England, Wales and Northern Ireland to categorise all regulated qualifications by level and size. It was introduced in 2015, replacing the previous Qualifications and Credit Framework (QCF). The RQF runs from Entry Level through to Level 8 (doctoral level), with each level representing an increase in the depth and complexity of learning.
Ofqual, the qualifications regulator, oversees the RQF in England. Qualifications at every level from Entry to Level 8 must be submitted to Ofqual for accreditation before they can be formally recognised. The framework applies to GCSEs, A levels, vocational qualifications, professional qualifications, and degrees alike.
Level 3 is the level at which most post-16 qualifications sit, including A levels, the Access to HE Diploma, BTEC National Diplomas, and T Levels. It represents the ability to study independently, develop analytical skills, and engage with complex subject matter.

Level 3 qualifications are the standard entry requirement for undergraduate degree programmes. Professional qualifications at Level 3, such as the CMI Level 3 Award in Management and Leadership or the TQUK Level 3 Certificate in Education, are also recognised by employers as evidence of foundational knowledge in their respective fields.
Levels 4 and 5 sit within higher education — above A levels but below a full bachelor's degree. Level 5 qualifications are roughly equivalent to the first two years of a degree programme.
For management professionals, the CMI Level 5 Certificate or Diploma in Management and Leadership sits at this level. It is a substantial qualification suited to those already working in middle management who want to formalise and develop their skills.
Level 6 represents the full bachelor's degree. Level 7 is postgraduate level, broadly equivalent to a master's degree in terms of intellectual demand and complexity.
Professional qualifications at Level 7 — such as the CMI Level 7 Extended Diploma in Strategic Management and Leadership — are not academic master's degrees, but they operate at the same level of intellectual rigour. They are particularly valued by employers who recognise professional development qualifications alongside or instead of academic study.
If you are starting a career or returning to education without existing qualifications, Level 3 (such as the Access to HE Diploma or a CMI Level 3 management award) is the appropriate starting point. If you are already working in a profession and want to formalise your expertise, Level 5 or Level 7 offers a more advanced qualification without requiring a prior degree in many cases.
The key question is: what do employers or universities in your target field expect? For university entry, Level 3 is required. For senior management positions or professional progression, Level 5 and Level 7 professional qualifications are increasingly expected alongside experience.
